Welcoming Two New Members with Financial Expertise and Strategic Leadership to our Board of Directors

(NEW YORK, NEW YORK) – January 21, 2026 –  Samaritan Daytop Foundation, which focuses on the fundraising, housing development, and real estate of Samaritan Daytop Village, announced the appointment of Frank J. Sansone, J.D., and Michael Mell to its Board of Directors. Their appointments strengthen the Foundation’s leadership and help ensure the Board continues to successfully support the goals of expanding access to housing, recovery, and supportive services for New Yorkers experiencing substance use disorder, mental health challenges, and homelessness.

Frank J. Sansone, J.D.

Frank J. Sansone is Treasurer and Senior Vice President for U.S. Operations at China Construction Bank’s New York Branch, where he leads treasury strategy and oversees financial risk. In this role, he manages balance sheet risks and helps ensure the bank operates responsibly and in compliance with complex regulatory requirements. With more than 30 years of experience in global banking, Mr. Sansone has held senior treasury leadership roles at several global institutions, including Dexia S.A. and the National Bank of Kuwait.

His career has focused on financial management and building durable systems that allow organizations to operate effectively through change. As a Board member, he hopes to help strengthen Samaritan’s financial foundation so the organization can expand its impact while remaining true to its mission and values.

Michael Mell

Michael Mell is Global Head of Custom Indices at S&P Dow Jones Indices, where he leads the firm’s custom indexing business. As a Board member, he aims to support Samaritan’s leadership team and its efforts to further strengthen the organization, maintain ongoing growth, and expand capacity to serve more people.

Their expertise is especially valuable now as Samaritan Daytop Foundation accelerates its development of large-scale housing and real estate initiatives.

“Samaritan’s mission resonates deeply with me because housing and recovery go hand in hand. Without stability, it is incredibly difficult for people to heal and move forward,” said Michael Mell. “I am honored to join the Foundation at this important moment in its growth, and I look forward to contributing strategic and governance experience to support its continued impact.”

“At some point in our lives, we are all touched by someone who needs help, and unfortunately, many do not have the necessary resources or social and family infrastructure to support their needs,” said Frank J. Sansone. “I am deeply inspired by Samaritan’s efforts to fill that gap. As a Foundation Board member, I look forward to supporting Samaritan’s incredible work providing
critical support, hope, and dignity to those in need. I am hopeful to leverage my 30+ years in banking, finance, and corporate governance to create added value for the Foundation and further its growth and capacity to fulfill its mission.”

Both Mr. Mell and Mr. Sansone were introduced to Samaritan Daytop Foundation through longtime Board Member Timothy Cochrane, Head of Issuer Relations at Green Impact Exchange. Mr. Cochrane is a veteran in recovery whose leadership and advocacy have helped shape Samaritan’s work with veterans and their families.
